Starr Neighborhood Revitalization
The Starr Neighborhood Revitalization Plan serves as a roadmap for preserving and revitalizing one of Richmond’s most historic neighborhoods. Developed by Interurban in partnership with the Economic Development Corporation of Wayne County and the City of Richmond, and funded by the Richmond Redevelopment Commission, the plan outlines strategies to strengthen homeownership, encourage investment, and preserve the neighborhood’s historic character.
