EDC Invites Developer Interest in Starr Neighborhood Revitalization
RICHMOND, Ind. (September 11, 2026)- The Economic Development Corporation (EDC) of Wayne County is inviting developers to express interest in participating in the revitalization of Richmond’s historic Starr Neighborhood.
The EDC has issued a Request for Qualifications (RFQ) to establish a pool of qualified developers interested in rehabilitating historic residential properties within the neighborhood. Local, regional, small-scale, and emerging developers are encouraged to apply.
Starr Neighborhood is recognized for its historic homes and architectural character but has experienced significant deterioration and has landed on Indiana Landmarks’ list of “Most Endangered” places. Through State of Indiana READI 2.0 funding, the EDC is acquiring properties to prevent further deterioration and create quality homeownership opportunities.
The EDC is seeking interest from developers with experience or transferable skills in residential rehabilitation, construction, historic preservation, or the management of qualified contractors. Developers with relevant construction, trade or local experience who are newer to development are also encouraged to apply.
Developers accepted into the pool will have the opportunity to submit proposals for individual properties or small groups of properties as they become available. The EDC anticipates providing development subsidies on a property-by-property basis to help address the gap between rehabilitation costs and post-rehabilitation market value.
Statements of Qualifications must be submitted by 5 p.m. ET on Monday, September 28, 2026.
To request the RFQ, express interest or discuss the opportunity, contact Valerie Shaffer, President of the EDC of Wayne County, at valerie@whywaynecounty.com.
