RICHMOND, Ind. (June 10, 2026) – Local officials, business leaders, and community partners gathered today to celebrate the groundbreaking of the Hidden Valley development on Richmond’s west side, marking a significant milestone in Wayne County’s ongoing efforts to expand housing opportunities and support long-term economic growth.

The project, led by Trademark Construction LLC in partnership with the Economic Development Corporation (EDC) of Wayne County, is one of five developments supported through Wayne County’s Housing Accelerator Program (HAP). Upon completion, Hidden Valley will bring 20 new single-family homes to the market, helping address housing demand and support workforce attraction and retention efforts throughout the region.

The groundbreaking ceremony brought together representatives from the EDC of Wayne County, the City of Richmond, Wayne County Government, Trademark Construction LLC, and First Bank Richmond to recognize the collaboration that made the project possible.

“Housing is one of the most critical factors influencing Wayne County’s ability to attract and retain talent,” said Valerie Shaffer, President of the EDC of Wayne County. “Projects like Hidden Valley create opportunities for families to put down roots, strengthen our neighborhoods, support local schools, and ensure Wayne County remains competitive as employers continue to grow and invest in our community.”

Richmond Mayor Ron Oler highlighted the significance of completing the final phase of a neighborhood that has been part of Richmond’s growth story for more than six decades.

“Hidden Valley was originally platted in 1964, with the first addition beginning that same year,” said Oler. “This phase completes the 206-lot subdivision and represents the culmination of decades of planning, investment, and partnership. We are proud to work alongside Trademark Construction and our community partners to continue expanding housing opportunities for current and future residents.”

Wayne County Commissioner Brad Dwenger emphasized the importance of housing development as an economic development strategy.

“Quality housing developments like Hidden Valley strengthen our tax base, enhance quality of life, and create the kind of neighborhoods that families are looking for,” said Dwenger. “This investment reflects Wayne County’s commitment to supporting sustainable growth and ensuring our communities remain attractive places to live and work.”

The Hidden Valley project represents the first project to launch of Wayne County’s broader Housing Accelerator Program, a county-led initiative designed to accelerate residential development within existing unfinished subdivisions by investing in critical infrastructure improvements. The program is supported through the Consolidated EDIT Fund and Wayne County EDIT Fund and is expected to generate more than $26 million in private housing investment across five developments countywide.

Trademark Construction Owner Partner -Terry Robinson, noted that public-private partnerships played a key role in making the project possible.

“The Housing Accelerator Program helped bridge the gap needed to move this subdivision forward,” said Robinson. “This project not only creates new housing opportunities, but also supports local contractors, suppliers, and construction-related businesses throughout the region. We’re proud to help deliver a neighborhood that will serve Wayne County families for generations.”

Hidden Valley will feature a mix of ranch and two-story homes ranging from approximately 1,500 to 3,000 square feet, designed to meet the needs of today’s homebuyers while expanding attainable housing options within the community. Infrastructure improvements including the street and utility extensions have been completed paving the way to lot sales. Two lots have already been sold.
