Richmond Makes Top 5 Least Expensive Urban Areas
Once again Richmond ranks on the Top 10 Least Expensive Urban Areas list in the Cost of Living Index for the 3rd Quarter of 2014. This is the second time Richmond has made the Least Expensive list. Richmond moves up to fifth place on the list from 8th in the 1st Quarter.
